The Ministry of Finance and the Ministry of Housing and Urban-Rural Development jointly issued a notice to launch the first batch of selection of 15 pilot cities for urban renewal demonstration projects.
The Ministry of Finance and the Ministry of Housing and Urban-Rural Development recently jointly issued the "Notice on Carrying Out Urban Renewal Demonstration Work," clarifying that, starting in 2024, the central government will adopt innovative approaches to support some cities in carrying out urban renewal demonstration work, focusing on supporting the upgrading and transformation of urban infrastructure. This aims to further improve urban functions, enhance urban quality, improve the living environment, promote the establishment of "good communities and good urban areas," and drive the transformation of urban infrastructure construction from "whether it exists" to "how good it is." The goal is to effectively address the urgent needs and concerns of the people and contribute to high-quality urban development.
According to the notice, the Ministry of Finance, in conjunction with the Ministry of Housing and Urban-Rural Development, will select some cities with good basic conditions, high enthusiasm, and prominent characteristics through competitive selection to steadily and orderly advance urban renewal actions. The central government will provide a fixed amount of subsidies to the demonstration cities. Demonstration cities will formulate urban renewal work plans, coordinate the use of central and local funds, improve regulations, planning standards, investment and financing mechanisms, and related supporting policies. This will be combined with key tasks such as upgrading and transforming urban underground pipe networks, "factory-network integrated" construction and transformation of sewage pipe networks, making up for deficiencies in municipal infrastructure, and renovating old residential areas, continuously promoting urban renewal work.
The urban renewal demonstration work supports cities at the prefecture level and above. In 2024, each province (autonomous region, municipality) can recommend one city for evaluation. The first batch will select 15 demonstration cities, with a focus on extra-large and super-large cities and large cities along the Yangtze River Economic Belt. Central government subsidies will primarily support the upgrading and transformation of urban underground pipe networks and the "factory-network integrated" construction and transformation of sewage pipe networks.
Demonstration cities must meet the following basic conditions: establish an organizational leadership and coordination mechanism to promote urban renewal work, and formulate a construction work plan for demonstration cities; the city's financial resources should meet the needs of urban renewal investment, the local government's debt risk is low, and no new implicit government debt shall be formed due to urban renewal; no major production safety accidents or major negative public opinion incidents have occurred in the housing and urban-rural construction field in recent years.
The selection of demonstration cities will be determined through competitive review, with priority given to cities with solid foundation work, existing conditions, and high enthusiasm.
The notice also clarifies the subsidy standards and scope of support. First, the subsidy standard for central government funds: The central government will provide a fixed amount of subsidy to demonstration cities by region, with funds allocated annually according to the progress of the work. Second, the direction of financial support: Demonstration cities will raise funds through multiple channels to systematically promote urban renewal actions, comprehensively promoting the construction of urban underground pipe networks and integrated pipe corridors, the "factory-network integrated" construction and transformation of sewage pipe networks, making up for deficiencies in municipal infrastructure, and the renovation of old residential areas, optimizing urban spatial layout, and improving urban functions. Specifically, this includes the upgrading and transformation of urban underground pipe networks, the construction of model areas for full coverage of urban sewage pipe networks, making up for deficiencies in municipal infrastructure, and the renovation of old residential areas.
The notice proposes that, within three years, efforts should be made to steadily improve the level of integrated laying and safety of urban underground pipe networks, significantly improve the efficiency of sewage collection and treatment, effectively improve the shortcomings of municipal infrastructure, continuously promote the construction of livable environments in old residential areas, meet the needs of people's high-quality lives, and form replicable and promotable models and experiences.
