Opinions on Promoting the Construction of New Urban Infrastructure and Building Resilient Cities

In order to deepen the urban safety and resilience improvement campaign, promote the construction of new digital, networked, and intelligent urban infrastructure, build resilient cities with strong bearing and adaptability and fast recovery speed, enhance urban risk prevention and control capabilities, and with the approval of the CPC Central Committee and the State Council, the following opinions are put forward.

 

I. Overall Requirements

 

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implementing the spirits of the 20th National Congress of the CPC and the Second and Third Plenary Sessions of the 20th CPC Central Committee, fully implementing General Secretary Xi Jinping's important expositions on urban work, adhering to the people-centered development philosophy, comprehensively and accurately implementing the new development concept, coordinating high-quality development and high-level security, adhering to a problem-oriented approach and a systems perspective, adhering to government guidance and social participation, adhering to seeking truth from facts and adapting measures to local conditions, and adhering to technological innovation and digital empowerment, promoting the deep integration of new-generation information technologies and urban infrastructure construction, with information platform construction as the driving force, intelligent facilities construction as the foundation, and smart application scenarios as the support, promoting the digital transformation of urban infrastructure, building an intelligent and efficient new urban infrastructure system, continuously improving urban infrastructure resilience, management resilience, and spatial resilience, and promoting safe urban development.

The main goals are: By 2027, the construction of new urban infrastructure will have made significant progress, and its supporting role in building resilient cities will continue to strengthen, forming a number of replicable and generalizable experiences and practices. By 2030, the construction of new urban infrastructure will have achieved remarkable results, promoting the building of a batch of high-level resilient cities, continuously improving urban safety and resilience, and making urban operations safer, more orderly, more intelligent, and more efficient.

 

II. Key Tasks

 

(1) Implement the construction and transformation of intelligent municipal infrastructure. Conduct in-depth investigations of municipal infrastructure, establish a dynamic update mechanism for facility information, and fully grasp the current situation and maintenance status. Formulate an action plan for the construction and transformation of intelligent municipal infrastructure, and tailor the digital transformation and intelligent management of urban water supply, drainage, power supply, gas supply, heating, fire hydrants (fire water cranes), underground integrated corridors, and other municipal infrastructure to local conditions. Accelerate the intelligent transformation of security equipment such as video surveillance in key public areas and roads. Accelerate the construction of urban infrastructure lifeline projects. The IoT equipment of newly built municipal infrastructure should be designed, constructed, accepted, and put into use simultaneously with the main equipment. The intelligent transformation of old facilities should be prioritized and coordinated, gradually achieving real-time monitoring, simulation, scenario construction, rapid assessment, and big data analysis of the operation status of municipal infrastructure, improving the ability to timely warn of safety hazards and handle accidents, and ensuring the safe operation of municipal infrastructure. Establish an "integrated map" system for underground pipelines that covers all pipeline categories, has accurate basic data, safe data sharing, and full utilization of data value, creating a basic data platform for the planning, construction, operation, and management of underground pipelines throughout the process, and realizing visualized three-dimensional intelligent control of underground pipeline construction and operation. Strengthen intelligent monitoring of gas leaks, strictly implement the responsibility of pipeline safety supervision and inspection, and effectively improve the safety management level of gas and heating. Implement flood prevention and safety protection measures for residents' pressure-regulating and storage facilities, strengthen water quality monitoring, and ensure the safety of drinking water quality. Strengthen safety monitoring of urban bridges, tunnels, and other facilities. Coordinate pipelines and water networks, flood prevention and drainage, improve urban drainage channels, pumping stations, gates, drainage networks, and emergency flood discharge and regulation mechanisms with surrounding rivers, lakes, seas, and reservoirs, promote the improvement of drainage and flood prevention capabilities of underground facilities, urban rail transit, and their connecting passages and other key facilities, and strengthen the flood prevention, anti-theft, and power failure prevention functions of underground parking lots, etc.

(2) Promote the coordinated development of smart city infrastructure and intelligent connected vehicles. Taking the support of intelligent connected vehicle applications and the improvement of urban travel as the starting point, build a perception system that integrates urban roads, buildings, and public facilities. Deeply promote the development of "5G + Internet of Vehicles", gradually and steadily promote the application of assisted driving and autonomous driving, accelerate the deployment of urban road infrastructure intelligent perception systems, and improve vehicle-road coordination. Promote the application of intelligent connected vehicles in multiple scenarios to meet the needs of intelligent transportation. Strengthen the planning, construction, and transformation of urban logistics and distribution facilities, and build an integrated, efficient, and intelligent green distribution system. Accelerate the improvement of the emergency logistics system, plan and lay out urban emergency material transfer facilities, and enhance the ability to quickly guarantee urban materials in emergency situations. Accelerate the intelligent transformation and construction of parking facilities. Aggregate various types of urban data, such as intelligent connected vehicles, intelligent roads, and urban buildings, to provide support for intelligent transportation, intelligent parking, and urban management.

(3) Develop smart residential areas. Support qualified residential areas to combine with complete community construction, implement digital, networked, and intelligent transformation and management of public facilities, and improve the capabilities of intelligent security prevention, monitoring and early warning, and emergency response. Support the layout of self-service terminals such as smart letter boxes (parcel boxes) in residential areas. Encourage the provision of intelligent services and order maintenance for people and vehicles entering and leaving residential areas. Innovate smart property service models, guide and support property service enterprises in developing online and offline life services. Implement urban community embedded service facility construction projects to improve the convenience and accessibility of resident services. Develop smart business districts. Establish and improve a multi-party participation digital empowerment residential area safety governance system, strengthen the prevention and control of hidden dangers such as centralized charging facilities for electric bicycles in communities, fire truck passages in residential areas, and safety evacuation systems, and improve the resilience of urban residential areas.

(4) Improve the intelligent level of housing building management. Establish a housing safety management system throughout its life cycle. Based on the data and maps of the first national comprehensive survey of natural disaster risks, fully and dynamically grasp the bottom line of safety hazards in buildings, focusing on checking safety hazards such as old residential elevators, earthquake resistance of old buildings, building fire protection facilities, fire-fighting access surfaces, and evacuation passages, and forming digital archives of building safety hazards. Establish a dynamic update mechanism for building information, strengthen data sharing, update the basic information and safety hazard information of buildings simultaneously during urban construction and urban renewal, and gradually establish and improve a comprehensive urban building management platform with comprehensive coverage, complete functions, and accurate information. Improve the mechanism for eliminating housing building safety hazards, improve the earthquake resistance, lightning protection, and fire prevention performance of buildings, and resolutely curb the occurrence of housing safety accidents.

(5) Carry out digital home construction. Using residential buildings as a carrier, using the Internet of Things, cloud computing, big data, mobile communications, and artificial intelligence to achieve interoperability between system platforms and home products, accelerate the construction of a unified operating system ecosystem that shares across terminals, improve the applicability and security of smart home devices, and meet residents' needs for electricity, fire, gas, and water safety, environmental and health monitoring. Strengthen the comprehensive wiring of intelligent information, increase investment in the planning and construction of residential information infrastructure, improve the connection capacity of power and information networks, and meet the needs of digital home systems. For newly built fully decorated residential buildings, clarify the requirements for the basic intelligent products to be installed indoors, and encourage the reservation of setting conditions for intelligent products such as monitoring of abnormal behavior at home, emergency calls, and health management. Newly built residential buildings should be equipped with fiber to the home and mobile communication infrastructure simultaneously according to relevant standards. Encourage existing residential buildings to refer to the settings of intelligent products in newly built residential buildings, and conduct electric, digital, and networked transformations of traditional home products. In the construction of digital homes, it is necessary to fully respect the wishes of residents and strengthen data security and personal privacy protection.

(VI) Promote the synergistic development of intelligent construction and building industrialization. Cultivate intelligent construction industry clusters, build an integrated intelligent construction industry system covering the entire industrial chain, and promote the industrialization, digitalization, and green transformation and upgrading of the construction industry. Deepen the application of Building Information Modeling (BIM) technology to improve the collaborative level of building design, construction, and operation and maintenance. Vigorously develop digital design, intelligent production, and intelligent construction, and accelerate the construction of a digital design basic platform and integrated system. Promote the intelligent production and upgrading of components and parts. Promote the integrated and innovative application of automated construction machinery, construction robots, and three-dimensional (3D) printing equipment. Promote the construction of smart construction sites, strengthen the deep integration of information technology and construction management, and further improve the effectiveness of safety supervision.

(VII) Improve the City Information Model (CIM) platform. Strengthen the information openness and sharing of relevant industries and fields such as national land spatial planning, urban construction, surveying and remote sensing, and urban operation management, gather three-dimensional data such as basic geography, buildings, and infrastructure, and various urban operation management data, build a three-dimensional spatial data model of the city, and improve the informatization level of urban planning, construction, and governance. Promote the application of the City Information Model platform in a suitable way, strengthen the functional integration and coordinated development with other basic spatial-temporal platforms, enrich application scenarios in areas such as government services, public health, disaster prevention, mitigation, relief, and urban physical examinations, carry out comprehensive urban risk assessments, coordinate the use of aboveground and underground space, reasonably delineate disaster prevention and refuge spaces, provide support for scientifically determining the development strategies and risk prevention and control requirements for different risk zones, and improve the resilience of urban space.

(VIII) Build a comprehensive urban operation management service platform. Strengthen real-time monitoring, dynamic analysis, coordinated coordination, command supervision, and comprehensive evaluation of the urban operation management service status, and promote "one-network unified management" of urban operation management services. Accelerate the construction of a three-level platform system at the national, provincial, and city levels, strengthen effective connections with existing platform systems such as urban intelligent centers, and achieve information sharing, tiered supervision, and coordinated linkage. Improve the working mechanism of urban operation management, and strengthen the sharing of urban operation data with emergency management, industry and information technology, public security, natural resources, ecological environment, transportation, water conservancy, commerce, health, market supervision, meteorology, data management, fire rescue, and earthquake departments, to enhance the urban operation safety risk monitoring and early warning capabilities. Carry out regular comprehensive evaluation of urban operation management services and achieve inter-departmental sharing of evaluation results.

(IX) Strengthen technological leadership and talent cultivation. Organize the basic theory, key technologies, and equipment research of new urban infrastructure construction, and accelerate breakthroughs in a number of key technologies such as city-level massive data processing and storage, multi-source sensor information fusion perception, building information model three-dimensional graphics engine, and building robot applications. Establish and improve technical systems such as information infrastructure data, intelligent road infrastructure, and intelligent construction, and build a standard system for new urban infrastructure. Relying on universities, research institutions, backbone enterprises, and major scientific research projects, increase efforts in talent cultivation, and focus on cultivating compound innovative talents with multidisciplinary knowledge in new generation information technology, engineering construction, urban management, and urban safety.

(X) Innovate systems and mechanisms. Innovate management methods, models, and concepts, and explore the establishment of new operational mechanisms and business models for new urban infrastructure construction. Innovate and improve the financing mechanism, expand financing channels, and promote the establishment of a diversified financing system with government investment as a guide and enterprise investment as the main body. Support qualified new urban infrastructure construction projects through local government special bonds, and encourage policy guidance through methods such as rewarding instead of subsidizing. In accordance with the principles of controllable risks and independent business operations, optimize financial service products, encourage financial institutions to increase medium- and long-term credit lending in a market-oriented manner, and support qualified projects to issue infrastructure real estate investment trusts (REITs). Innovate data element supply methods, refine the data sharing regulations for urban underground pipelines, and explore the establishment of data sharing, exchange, cooperation, and open models supporting the construction of new urban infrastructure. Strengthen the cross-regional, cross-departmental, and cross-level sharing and use of data resources, consolidate the digital foundation of urban construction and operation governance, fully rely on the foundation to develop business applications, prevent the formation of data barriers, and avoid redundant construction. Encourage pilot projects, actively explore innovation, and promptly form replicable and generalizable experiences.

(XI) Ensure network and data security. Strictly implement network and data security laws, regulations, and policy standards, strengthen the security control of information infrastructure, sensing equipment, and smart applications, promote the application of secure and controllable technologies and products, and strengthen the security protection of important data resources. Strengthen the anti-destruction resilience of network hubs and data centers and other information infrastructure, establish and improve a network and data security emergency response system, strengthen network and data security monitoring, reporting and early warning, and information sharing, and comprehensively improve the ability to resist security risks of new urban infrastructure.

 

III. Strengthen Organizational Leadership

 

Under the centralized and unified leadership of the Party Central Committee, all regions and departments should implement the Party's leadership in promoting the construction of new urban infrastructure and building resilient cities in all aspects and throughout the entire process, and earnestly implement this opinion in combination with actual conditions, avoiding formalism. Relevant departments should take the initiative to take responsibility, strengthen reform and innovation, and establish and improve coordination mechanisms. The Ministry of Housing and Urban-Rural Development should take the lead in strengthening guidance and summarizing and evaluating, and promptly coordinate to solve prominent problems. Important matters should be reported to the Party Central Committee and the State Council in accordance with the procedures.
