Ministry of Housing and Urban-Rural Development: A number of urban renewal and renovation projects are planned for implementation by 2025
Xinhua News Agency, Beijing, December 25 -- Officials from the Ministry of Housing and Urban-Rural Development stated on the 25th that in 2025, urban renewal will be vigorously implemented, with a plan to implement a batch of urban renewal and transformation projects, to fully complete the transformation tasks of old urban residential communities built before the end of 2000, and to encourage local exploration of resident-led renovation of old houses.
From December 24th to 25th, the National Conference on Housing and Urban-Rural Construction was held in Beijing. The conference demanded that by 2025, the renovation and transformation tasks of identified aging gas pipelines should be basically completed, and black and odorous water bodies in county-level urban built-up areas should be basically eliminated. Continued implementation of complete community construction, renovation and utilization of existing buildings, renewal and transformation of old streets, construction and transformation of underground pipe networks and corridors, renewal of building and municipal infrastructure equipment, urban garbage classification, construction of pocket parks and urban greenways, open sharing of parks and green spaces, construction of elderly care facilities in urban residential areas and child-friendly spaces, etc., are all part of the people's livelihood and development projects.
Data provided by the Ministry of Housing and Urban-Rural Development shows that in 2024, 56,000 old urban residential communities were newly started for renovation, more than 50,000 kilometers of aging pipelines in these communities were updated and transformed, more than 25,000 elevators were added, and more than 500,000 parking spaces were added. The 106 national pilot projects for the construction of complete communities have achieved positive results. 19 provinces (municipalities) have created 37 model projects for child-friendly urban spaces, and 386 cities have built 2,254 new elderly care facilities.
“We must adhere to the principle of ‘physical examination first, then renewal; no physical examination, no renewal,’ and establish an integrated mechanism for urban physical examination and renewal. We must adhere to a problem-oriented approach, identifying the urgent and pressing problems of the people; we must adhere to a goal-oriented approach, identifying the shortcomings and weaknesses affecting a city's competitiveness, carrying capacity, and sustainable development. The problems identified through physical examinations are the key points of renewal and transformation,” said relevant officials. In 2024, physical examinations were comprehensively conducted in prefecture-level and above cities across China, resulting in a list of more than 50,000 problems identified and more than 40,000 rectification suggestions.
The meeting also pointed out that in 2025, it is necessary to deepen the reform of the urban construction, operation, and governance systems, and establish a sustainable urban renewal model and relevant policies and regulations. A new urban management model should be constructed, promoting the integration of urban management into grassroots governance, forming a new smart and efficient governance system, and improving the scientific, refined, and intelligent level of urban management. Using ‘new urban construction’ as an engine to create a high-level ‘digital housing and construction sector’, systematically advancing tasks such as digital homes, smart residential areas, intelligent management of buildings, urban operation management service platforms, and the construction and transformation of intelligent municipal infrastructure.
