Ministry of Housing and Urban–Rural Development: By 2025, a number of urban renewal and renovation projects are to be planned and implemented.
BEIJING, Dec. 25 (Xinhua) — A responsible official from the Ministry of Housing and Urban–Rural Development stated on the 25th that, by 2025, vigorous efforts will be made to implement urban renewal, with a series of urban renewal and renovation projects planned and carried out. The renovation of older residential communities in urban areas built before the end of 2000 will be fully completed, and local authorities will be encouraged to explore ways for residents to independently undertake the renovation and upgrading of aging housing stock.
From December 24 to 25, the National Housing and Urban–Rural Development Work Conference was held in Beijing. The conference called for completing, by 2025, the renovation and upgrading of all identified aging gas pipelines and essentially eliminating black and odorous water bodies in the built-up areas of county-level cities. It also emphasized the continued implementation of livelihood‑ and development‑oriented projects, including the construction of comprehensive communities, the adaptive reuse of existing buildings and the renewal and transformation of old urban districts, the construction and upgrading of underground utility tunnels and pipe networks, the modernization of building and municipal infrastructure, the sorting of urban household waste, the development of pocket parks and urban greenways, the open and shared use of parkland and green spaces, as well as the establishment of elderly‑care facilities and child‑friendly spaces in urban residential areas.
According to data from the Ministry of Housing and Urban–Rural Development, in 2024, construction was initiated on 56,000 old urban residential communities, with over 50,000 kilometers of aging utility pipelines within these neighborhoods renovated or replaced. More than 25,000 elevators were installed, and over 500,000 parking spaces were added. Nationwide, the pilot program for building 106 fully functional communities has yielded positive results; 19 provinces and municipalities have established 37 model projects for child-friendly urban spaces, while 386 cities have built 2,254 new elderly care facilities.
“We must adhere to the principle of ‘conducting a health check first, then carrying out renewal; no health check, no renewal,’ and establish an integrated mechanism for advancing urban health assessments and urban renewal. We will remain problem‑oriented, identifying the pressing, difficult, and long‑standing concerns of the people; and goal‑oriented, pinpointing the weaknesses and shortcomings that undermine a city’s competitiveness, carrying capacity, and sustainable development. The issues uncovered through these assessments will serve as the focal points for renewal and transformation,” said a responsible official. In 2024, cities at or above the prefecture level across China conducted comprehensive health assessments, producing more than 50,000 lists of identified problems and over 40,000 lists of remediation recommendations.
The meeting also emphasized that by 2025, reforms of the urban construction, operation, and governance systems will be deepened, with a sustainable urban renewal model and corresponding policies and regulations put in place. A new urban management paradigm will be established, integrating urban governance into grassroots-level administration to create an intelligent, efficient governance framework, thereby elevating the scientific, refined, and smart dimensions of urban management. Leveraging “new urban development” as a driving force, efforts will be made to build a high‑level “digital housing and urban‑rural development” system, systematically advancing initiatives such as digital homes, smart residential communities, intelligent building management, urban operations management service platforms, and the construction and upgrading of smart municipal infrastructure.
