Your request for approval of the "Xinjiang Uygur Autonomous Region National Land Spatial Plan ( 2021—2035)" has been received. The reply is as follows:
1. In principle, we agree with the "Xinjiang Uygur Autonomous Region National Land Spatial Plan ( 2021—2035)" (hereinafter referred to as the "Plan") reviewed and approved by the Ministry of Natural Resources. The Plan is a guideline for spatial development and a spatial blueprint for sustainable development in the Xinjiang Uygur Autonomous Region. It is the basic basis for all kinds of development, protection, and construction activities. Please earnestly organize and implement it. The Xinjiang Uygur Autonomous Region is an important security barrier in Northwest China and a bridgehead for opening up to the west. The implementation of the Plan should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, comprehensively, accurately, and fully implement the new development concept and the Party's strategy for governing Xinjiang in the new era, adhere to the people-centered approach, coordinate development and security, promote harmonious coexistence between humans and nature, and better build a beautiful Xinjiang that is united and harmonious, prosperous and wealthy, civilized and progressive, safe and secure, and ecologically sound in the process of Chinese-style modernization.
2. Consolidate the spatial foundation for safe development. By 2035, the amount of arable land in Xinjiang shall not be less than 1012.1 million mu, of which the area of permanent basic farmland shall not be less than 822.383 million mu; the ecological protection red line area shall not be less than 423,300 square kilometers; the expansion multiple of the urban development boundary shall be controlled within 1.35 times the scale of urban construction land in 2020; the per-unit GDP construction land use area shall decrease by no less than 32%; the total water consumption shall not exceed the national quota, of which 56.3 billion cubic meters shall not be exceeded in 2025, and strict water intensity management shall be implemented. Clearly define the key prevention and control areas for natural disaster risks, delineate risk control lines for floods and other disasters, implement safety guarantee space for strategic mineral resources and historical and cultural protection, and comprehensively anchor the spatial bottom line of high-quality development.
3. Construct a national land spatial system that supports a new development pattern. Deeply implement the regional coordinated development strategy, major regional strategies, main functional area strategy, new urbanization strategy, and rural revitalization strategy to promote the formation of a new pattern of national land spatial development and protection with clear main functions, complementary advantages, and high-quality development. Give play to unique locational advantages, promote the construction of the core area of the Silk Road Economic Belt, incorporate Xinjiang's regional opening-up strategy into the overall national layout of opening up to the west, accelerate the construction of major channels for opening up to the outside world, better utilize both international and domestic markets and resources, and build a highland for inland opening up and border opening up.
4. Systematically optimize the national land spatial development and protection pattern. Give play to regional comparative advantages, optimize the positioning of main functions, refine the division of main functional areas, and improve differentiated support policies. Consolidate the pattern of agricultural and pastoral industry belts in the north and south slopes of the Tianshan Mountains, plan characteristic agricultural product bases according to local conditions, strengthen the comprehensive management of degraded farmland and saline-alkali land, reasonably guarantee the land use for facility agriculture, promote the diversified development of oasis agriculture, animal husbandry, and fishery, and expand the production space for characteristic and advantageous agricultural products. Consolidate ecological security barriers such as the Altai Mountains, Tianshan Mountains, Kunlun Mountains —Altun Mountains, and Tarim River, build a biodiversity protection network, strengthen the protection and restoration of natural forests and grasslands, and solidly advance the integrated protection and systematic management of mountains, rivers, forests, farmlands, lakes, grasslands, and deserts. Strengthen the control of total water consumption, accelerate the comprehensive management of groundwater overdraft areas such as the north and south slopes of the Tianshan Mountains and the Tuha Basin, strengthen strategic water resource reserves, and improve the level of water resource security. Enhance the regional radiation and driving role of the Urumqi metropolitan area, support Kashgar and Yining to become regional central cities, and further give play to the role of central cities in population and industrial agglomeration. Improve the construction of ports such as Alashankou and Khorgos, strengthen the functional interaction between border ports and hinterland towns, and guarantee the spatial needs of infrastructure, industrial development, and basic public services. Create urban and rural living circles, optimize the spatial layout of rural areas in a zoned and classified manner, and promote the establishment of a social structure and community environment where various ethnic groups are mutually embedded. Improve the construction of the comprehensive three-dimensional transportation network of the north, central, and south channels within Xinjiang and the north-south Xinjiang channel of the Silk Road Economic Belt. Build national large-scale oil and gas production, processing and storage bases, large-scale coal, power, and coal chemical industry bases, large-scale wind and photovoltaic power generation bases, and national energy and resource land-based large channels to ensure the security of strategic mineral resources. Optimize the regional layout of disaster prevention, mitigation, and relief facilities to improve the resilience of national land spatial safety. Improve the spatial protection mechanism for cultural and natural heritage, strengthen the overall protection and systematic revitalization and utilization of cultural and natural heritage, protect the historical and cultural remains of the exchanges and integration of various ethnic groups in the Xinjiang Uygur Autonomous Region since ancient times, protect the Su bashi Buddhist Temple ruins, Jiaohe Ancient City, Bogda, Bayinbuluke and other world cultural and natural heritages, strengthen the protection of red cultural heritage, and build a spatial system for the overall protection of cultural resources, natural resources, and landscape resources.
5. Maintain the seriousness and authority of the plan. The Plan is a comprehensive arrangement for the national land space of the Xinjiang Uygur Autonomous Region, and is the policy and general guideline for the protection, development, utilization, and restoration of the national land space in the whole region. It must be strictly implemented, and no department or individual may arbitrarily modify or illegally change it. In accordance with the requirements of regular physical examinations and five-year evaluations, improve the monitoring, evaluation, and early warning mechanism for the implementation of national land spatial plans at all levels and types, and use the results of plan evaluation as an important basis for supervising and assessing the implementation of plans. Establish and improve a linkage mechanism for planning supervision, law enforcement, and accountability, and implement the full life cycle management of plans.
6. Ensure the implementation of the plan. The Xinjiang Uygur Autonomous Region People's Government should strengthen organizational leadership, clarify responsibilities, improve work mechanisms, and improve supporting policies and measures. Do a good job in the distribution and publicity of the Plan and strengthen social supervision. Organize the completion of the preparation of national land spatial overall plans, detailed plans, and relevant special plans at all levels of local governments, accelerate the formation of a unified national land spatial planning system, and coordinate the development and protection of national land space. Strengthen the guidance and constraints on special plans for water conservancy, transportation, energy, agriculture, information, municipal administration and other infrastructure, as well as public service facilities, military facilities, ecological environmental protection, cultural relic protection, forestry and grassland, etc., and coordinate and resolve contradictions on the "one map" of national land spatial planning to reasonably optimize the spatial layout. Establish and improve the national land spatial planning committee system to play a coordinating role in the preparation, implementation, and management of national land spatial planning. In accordance with the requirements of "unified base map, unified standards, unified planning, and unified platform", improve the "one map" system of national land spatial planning and the national land spatial basic information platform, build a national land spatial planning implementation monitoring network, and improve the digital level of spatial governance. The Ministry of Natural Resources, together with relevant parties, shall, in accordance with their respective responsibilities, closely coordinate and cooperate, strengthen guidance, supervision, and evaluation, and accelerate the establishment of a full life cycle management system for the implementation of the Plan to ensure the achievement of the various goals and tasks set out in the Plan. All relevant departments shall resolutely implement the decisions and deployments of the CPC Central Committee and the State Council on the "multi-plan integration" reform, and shall not set up other spatial plans outside the national land spatial planning system. Major issues in the implementation of the Plan should be reported in a timely manner.
