The first batch of 15 cities planned to be supported are 15 cities are:

Shijiazhuang, Taiyuan, Shenyang, Shanghai, Nanjing, Hangzhou, Hefei, Fuzhou, Nanchang, Qingdao, Wuhan Dongguan, Chongqing, Chengdu, Xi'an.
The "Notice on Carrying Out Urban Renewal Demonstration Projects" points out that, Central government finances provide a fixed amount of subsidies to demonstration cities by region, Among them: the total subsidy for each city in the eastern region does not exceed 800 million yuan, the total subsidy for each city in the central region does not exceed 1 billion yuan, the total subsidy for each city in the western region does not exceed 1.2 billion yuan, and the total subsidy for each municipality directly under the Central Government does not exceed 1.2 billion yuan. Funds will be allocated annually according to the progress of the work.
Specific directions for financial support include:
Urban underground pipe network renovation and upgrading. Renovation and upgrading of urban underground pipe networks such as urban gas, heating, water supply and drainage, and electricity, and the construction of integrated urban underground corridors will be carried out in a way that suits local conditions to improve the overall level of urban underground pipe networks.
Construction of urban sewage pipe network full coverage model areas. The sewage treatment pipe network will be renovated and upgraded according to an "integrated plant and network" model to improve the efficiency of sewage collection and treatment.
Making up for shortcomings in municipal infrastructure. Municipal infrastructure such as garbage classification, integrated pole boxes, and logistics facilities will be upgraded and renovated to make up for shortcomings and weaknesses in urban infrastructure; improve the service functions of urban green spaces, promote the construction of pocket parks and the open sharing of green spaces.
Renovation and upgrading of old urban areas. Energy-saving and carbon-reducing renovations will be carried out on historical and cultural blocks, existing public buildings, and public spaces to continuously improve building functions and living environment quality. Implement urban function improvement projects, promote elderly and child-friendly renovations, and accelerate the construction and renovation of barrier-free environments in public places.
