A central urban work conference was held in Beijing, where Xi Jinping delivered an important speech: focusing on building safe, reliable, and resilient cities
The Central Urban Work Conference was held in Beijing from July 14 to 15. Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, attended the conference and delivered an important speech. Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi, members of the Standing Committee of the Political Bureau of the CPC Central Committee, also attended the conference.
In his important speech, Xi Jinping summarized the achievements of China's urban development since the new era, analyzed the situation facing urban work, and clarified the overall requirements, important principles, and key tasks for doing a good job in urban work. Li Qiang delivered a concluding speech, making specific arrangements for implementing Xi Jinping's important speech and further improving urban work.
The meeting emphasized that the overall requirements for urban work in the current and future period are: adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, thoroughly implementing the spirit of the 20th National Congress of the CPC and the second and third plenary sessions of the 20th CPC Central Committee, fully implementing Xi Jinping's important expositions on urban work, upholding and strengthening the Party's overall leadership, earnestly practicing the people-centered urban development concept, adhering to the general principle of seeking progress through stability, adhering to the principle of adapting measures to local conditions and providing classified guidance, aiming to build innovative, livable, beautiful, resilient, civilized, and smart modern people's cities, with the theme of promoting high-quality urban development, with the main line of adhering to the intensive development of cities, and with urban renewal as an important lever, vigorously promoting the optimization of urban structure, energy transformation, quality improvement, green transformation, continuation of cultural traditions, and improvement of governance efficiency, firmly safeguarding the bottom line of urban safety and forging a new path of Chinese-style urban modernization.
The meeting deployed seven key tasks for urban work. First, to optimize the modern urban system. Focusing on improving the city's comprehensive carrying capacity for population and economic and social development, developing cluster-type and networked modern urban agglomerations and metropolitan areas, promoting urbanization with counties as an important carrier in a classified manner, continuing to promote the urbanization of the agricultural transfer population, promoting coordinated development of large, medium, small cities and small towns, and promoting integrated urban-rural development. Second, to build vibrant and innovative cities. Carefully cultivate an innovation ecosystem, continuously making breakthroughs in developing new productive forces; relying on reform and opening up to enhance urban dynamism, carrying out high-quality urban renewal, and giving full play to the city's pivotal role in both domestic and international dual circulation. Third, to build comfortable and convenient livable cities. Adhering to integrated planning of population, industry, towns, and transportation, optimizing urban spatial structure; accelerating the construction of a new model for real estate development, steadily advancing the renovation of urban villages and dilapidated houses; vigorously developing the service industry, improving public service levels, and firmly safeguarding the people's livelihood bottom line. Fourth, to build green and low-carbon beautiful cities. Consolidating the achievements of ecological environment governance, adopting more effective measures to address issues such as urban air governance, drinking water source protection, and new pollutant control, promoting synergistic enhancement of pollution reduction, carbon reduction, and greening, and improving urban biodiversity. Fifth, to build safe and reliable resilient cities. Promoting the construction of urban infrastructure lifeline safety projects, accelerating the renovation and upgrading of old pipelines; strictly restricting super-high-rise buildings, comprehensively improving the safety protection level of houses; strengthening urban natural disaster prevention and control, coordinating urban flood control systems and waterlogging control; strengthening overall social security prevention and control, and effectively maintaining urban public safety. Sixth, to build virtuous and benevolent civilized cities. Improving the system for protecting and inheriting historical culture, improving the urban landscape management system, protecting the city's unique historical context, humanities and geography, and natural landscapes; strengthening the construction of urban cultural soft power, and improving the civilized quality of citizens. Seventh, to build convenient and efficient smart cities. Adhering to Party leadership, adhering to the rule of law in urban governance, innovating the concepts, models, and methods of urban governance, making good use of citizen service hotlines and other mechanisms, and efficiently resolving issues of public concern.
The meeting pointed out that the important speech of General Secretary Xi Jinping scientifically answered major theoretical and practical questions about urban development, such as who urban development is for, who it relies on, what kind of city to build, and how to build it, providing a fundamental guideline for doing a good job in urban work in the new era and on a new journey. We must earnestly study and understand it and implement it without fail. We must deeply grasp the historical position of China's urban development and do a better job in urban work with a broader vision; deeply grasp the target positioning of building a modern people's city and consciously practice the people-centered development philosophy; deeply grasp the strategic orientation of intensive urban development and more effectively improve the quality of urban development; deeply grasp the inherent requirements for enhancing the dynamism and vitality of urban development and do a great job in reform and innovation; and deeply grasp the systematic and complex nature of urban work and work to improve the ability to implement various tasks and deployments.
