The Central Urban Work Conference was held in Beijing from July 14 to 15. Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, attended the conference and delivered an important speech. Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi, members of the Standing Committee of the Political Bureau of the CPC Central Committee, also attended the meeting.
In a key address, Xi Jinping reviewed China’s urban development achievements since the advent of the new era, analyzed the challenges facing urban work, and outlined the overarching requirements, guiding principles, and priority tasks for advancing urban development. Premier Li Qiang delivered a concluding speech, laying out specific measures to implement the spirit of General Secretary Xi Jinping’s important remarks and further strengthen urban work.
The meeting emphasized that the overarching requirements for urban work in the current and coming period are as follows: to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th CPC Central Committee; to comprehensively apply General Secretary Xi Jinping’s important expositions on urban work; to uphold and strengthen the Party’s overall leadership; to earnestly put into practice the people‑centered urban development philosophy; to adhere to the general principle of seeking progress while maintaining stability; to adopt approaches tailored to local conditions and provide targeted guidance; and to strive toward building a modern, people‑oriented city that is innovative, livable, beautiful, resilient, civilized, and smart—taking high‑quality urban development as the central theme, pursuing intensive, quality‑driven urban growth as the main thread, and using urban renewal as a key lever. Vigorously advance urban structural optimization, economic‑driving‑force transformation, quality enhancement, green transition, the continuation of cultural heritage, and governance efficiency, while firmly safeguarding the city’s safety baseline. , forging a new path toward urban modernization with Chinese characteristics.
The meeting outlined seven key priorities for urban development. First, we will focus on optimizing the modern urban system. With an eye toward enhancing cities’ capacity to support population growth and economic and social development, we will develop cluster‑based, networked metropolitan areas and urban agglomerations; advance urbanization in a differentiated manner, with county towns serving as crucial hubs; continue to facilitate the integration of rural migrants into urban life; promote balanced development among large, medium, and small cities as well as small towns; and foster integrated urban–rural development. Second, we will build vibrant, innovation‑driven cities. We will carefully nurture an innovative ecosystem and achieve continuous breakthroughs in developing new‑type productive forces; leverage reform and opening up to strengthen urban momentum; carry out high‑quality urban renewal; and fully harness the pivotal role of cities in both domestic and international dual circulation. Third, we will create comfortable, convenient, and livable cities. We will adopt integrated planning for population, industry, urbanization, and transportation, and optimize urban spatial structures; accelerate the establishment of a new model for real estate development; steadily advance the renovation of urban villages and dilapidated housing; vigorously develop lifestyle‑oriented service industries; raise the level of public services; and firmly safeguard the basic living standards of the people. Fourth, we will build green, low‑carbon, and beautiful cities. We will consolidate gains in ecological and environmental governance, implement more effective measures to address urban air quality, protect drinking water sources, and manage emerging pollutants; promote synergistic efficiency in pollution reduction, carbon mitigation, and ecological restoration; and enhance urban biodiversity. Fifth, we will focus on building safe, reliable, and resilient cities. We will advance the construction of urban infrastructure lifeline safety projects and accelerate the renovation and upgrading of aging pipelines; strictly limit the construction of super‑tall buildings to comprehensively enhance housing safety standards; strengthen urban natural disaster prevention and control, coordinating flood‑control systems with measures to address urban waterlogging; and bolster comprehensive public‑security management to effectively safeguard urban public safety. Sixth, we will focus on building a civilized city that upholds virtue and fosters goodness. We will improve the system for protecting and passing down historical and cultural heritage, refine urban appearance management mechanisms, and safeguard the city’s distinctive historical continuity, humanistic geography, and natural landscapes. At the same time, we will strengthen the city’s cultural soft power and raise the civic literacy of residents. Seventh, we will strive to build a smart city that is both convenient and efficient. We will uphold Party leadership, adhere to law-based city governance, innovate in the concepts, models, and tools of urban governance, and make full use of mechanisms such as the citizen service hotline to effectively address the urgent, difficult, and pressing concerns of the public.
The meeting noted that General Secretary Xi Jinping’s important speech provides a scientifically sound answer to major theoretical and practical questions—such as who urban development is for, who it relies on, what kind of cities we should build, and how we should build them—offering fundamental guidance for advancing urban work in the new era and on the new journey. All participants are urged to study and thoroughly grasp its key points and ensure its full and faithful implementation. It is essential to gain a deep understanding of the historical stage in which China’s urban development currently stands, adopting a broader perspective in carrying out urban work; to firmly grasp the goal and positioning of building modern, people‑centered cities, consciously putting into practice the development philosophy of putting the people first; to deeply appreciate the strategic orientation of quality‑driven urban development, thereby enhancing the quality of urban growth in a more targeted manner; to fully recognize the intrinsic requirements for bolstering the momentum and vitality of urban development, and to make vigorous efforts to advance reform and innovation; and to comprehensively understand the systemic and complex nature of urban work, focusing on strengthening the capacity to implement all tasks and arrangements.
